New points of diagnosis

If the permitted maximum number of students is overexceeded or if there are not enough students for a course based on course optimisation or due to manual changes, a corresponding diagnosis point is created in the 2017 version. Furthermore, it is pointed out when a class is involved in a course and no students of this class are assigned to it.
